This is the link between what we are doing and how it contributes to the project goals. Clear priorities will allow quick resolution of conflicting needs. They will also guide procurement of services, equipment and consumables so that maximum well value is achieved ahead of lowest cost. People and processes outside the project team are unlikely to have the understanding necessary to make the best project decisions, therefore critical functions need to be located close to the project core and involved in broader issues. Cross-discipline or cross-function teams are more effective than external service-—provider teams.
In order for the WHOLE Project to be optimized (= the best it can be), some sub-Projects (e.g., Departments) may have to sub-optimise their part.
